Mechanic has done everything they know of but can't find problem. Car runs perfectly .Gives no code. Has never shutoff when driving down road, only when foot is on brake and stopped, or slowed down.
What makes this problem better or worse?

How long has your 1995 Mercury Grand Marquis had this problem?
Several months. Probably six.

I would be focusing on areas affecting engine performance by hitting the brake -- such as engine vacuum. The power brake booster could be causing vacuum fluctuation affecting engine performance. Don't look for the booster itself to be a concern, but air flow - crankcase ventilation - air to the intake manifold -- things like that should be analyzed and evaluated. www.repairpal.com/repair-shops
