ok,why isn't my horn and cruise control working? All the fuses under the dash

Nope no air bag light on. DURING BULB CHECK I DON'T SEE A AIR BAG LIGHT. What i do see sre bat,seat belt,check engine and temp lights. Brake light comes on if i continue to turn the key. I recently removed the steering column. All the connections are ok.
