No high beam, horn doesn't work, camshaft timing error

You should start by checking fuses and relays. The camshaft timing error will be unrelated, and could be a solenoid, retarded timing due to another malfunction, wiring, etc. The horn and high beams may be related in that they will share a large connector from the steering column. You'll need to get an experienced European car shop to have a look.
