Intermittent air supply from vents

What is your question?

When air folow thru the dash vents my AC works great. The problem is that there may be air from vents when I start the car, I park the car and start again and there is no air. Some times there is no air flow when I start the car and it will start when I have driven for 15-20 minutes. What tells the Heating/AC fan to come on?
