Car won't shift into park and stays stuck on drive what could be the problem?

Everytime when i put my vehicle to shift to park it stays on drive or reverse. The only way I get the vehicle to shift to park is putting it on nuetral and shut off the engine then it shifts to park. What could be the issue?
