why does the horn not work? How much would it cost to fix the horn?

Could be as simple as a blown fuse, Mercedes have fuse boxes in the engine compartment and trunk of your car, the fuse box cover's or your owner's manual should identify which fuse protects the horn circuit. It may be a bad horn, they are both located in the center very front of the car, easy to check for power/voltage once you locate them.
