remove plastic shield to repair windshield fluid reservior

I've had this problem twice!! The first time the resevoir was replaced I was told they had to take the bumber off to replace new resevoir. The second time I had a leak I was told this was from the line leading from the windshield leading to the resovoir. Not sure how they repaired this.
