What is your question?

If the radiator fluid is not low and the car isn't running hot at any time, is it just normal that you still find the fan running briefly at times, when stopped ?

yes this is normal for the fan to turn on at an idle. When your at cruising speed the wind will cool the engine and the fans are not usually needed at that time.
