Turn the key to start the car and there is no starter response. Fully charged batt. and relatively new starter; all of which worked a few hours before. Checked all the fuses in the engine compartment and inside the car - all okay. Full electrical service through out the car. Had the starter tested - also okay. When the key is turned to the on position, a latching sound is heard. Nothing else happens.
