if my timing belt just slid over to the side because of power steering fluid leakage, and the battery goes completely dead, can be boosted off and will turn over but not crank. does it sound like my valves are damaged?

Your timing belt? Or your serpentine belt? The timing belt is underneath a cover and should not be affected by a power steering leak. If the outside belts (serpentine or drive belts) have fallen off, you should be able to just put a new one on. Any starting issues are separate and need to be diagnosed. If you mean the actual timing belt underneath the timing covers has come off it should still be fine, the motor in the Millenia is non-interference, but will need a new belt of course.
