Why doesnt the cooling fan turn on. I replaced the fan control module

Hello, the engine cooling fan may fail to turn on if the fan motor itself has failed, or if it is not triggered to be on by the control module receiving important data as to what the engine's temperature is. Hands on testing is needed to find out if the fan is commanded to be on -- a diagnostic tool is needed to see if this is the case -- or if there is a temperature sensor reading perhaps that is not allowing the fan to be triggered on.
