No fuel or spark

Hi, without knowing how the vehicle got to this point it keeps us from having necessary clues as to what is happening. My first thought is: is there an antitheft device attached that is may be restricting spark or fuel? Is the proper key being used to start the vehicle and is it programmed to work with the vehicle?
