2011 Mazda 3 A/C is acting very odd in several ways
1 A/C will cool air when on and set to any non max fan speed (but not when fan is off)
2 Fans do not blow when set to anything but Max
3 When air is set to not pull in outside air and fan is set to max air from vents is hot
4 Can feel cooled air moving through system when set to non max fan and pulling air from outside(this works even more when windows are open a Crack and more air flow is being drawn through the car)
5 possibly unrelated remote entry key fobs stopped working at approximately the same time AC problem begin both key fobs do have new batteries

Not blowing on anything but MAX/High is a classic symptom for the blower motor resistor pack broken. It will be located by the blower motor usually above the passengers feet. The car is designed to "leak" air through the vents when off to help prevent carbon monoxide poisoning. Opening the windows will increase the "leaked" air coming from the vents.
