06 MAzda3 what could cause intermittent blower operation ?

My Heater blower only comeas on after its ben parked for a while even though warm and then it may come on after a long time, But when it does not come on ,sometims I shut the car off and restart and then the blower comes on, it has me stummped, the coolant level is fine, blower is just acting up not sure where to look now for the intermittent problem
