My 2000 lincoln wont start. When I turn the key it just makes a click noise

Everytime I turn the key It makes a click noise by the steering wheel . I took the battery and got it check and they said it was good . Took the starter off and got it check and they said it was good. What could it be? . (and if this is any help the day before this happen . I needed to put gas and didnt feel like it so I was going to put it in the morning . when I woke up I try to start it and it made that noise were it wanted to start but couldnt. I thought it was the gas so I got gas . And when I try to start it this time it didnt even make that noise were it wanted to start it just clicked
