What is your question?

I just noticed that the interior front headlight housing have ve moisture in them. The moisture has been there for a few months. What problems can cause the water to collect on the interior of my headlights? Could it be that the headlight glass is cracked or could it be someting else?

Chances are the headlight assembly on your 1999 Lincoln Town Car is cracked or the seal is damaged. A slight amount of moisture is normal and should evaporate quickly once the headlights are turned on and some heat builds up. If there is excess moisture built up then the headlight assembly should be replaced.
