My car is running hot overheating. I noticed as driving / accelerating the exhaust blows white puffy smoke heavily. What are signs I should check for? How can I diagnose the issue without much computers/ tools How can I calculate the labor cost of repair

Your vehicle is 27 years old. It's entirely impossible to guess what is going on without hands on inspection. The only thing I can tell you is that 25 years ago there was an extended warranty coverage on the intake manifold, which is made of a composite material and would crack in the area of the thermostat sometimes. If this happened you could have overheating occur. I would have a look here first.
