What is your question?
I’ve replaced the fuel pump, fuel filter and the switch in the trunk. It will crank. I ran direct power to the pump and it works. Does the car go into lock out mode? I also replaced the spark plugs. Their was spark at one point. Checked the fuses/ relays. I’m out options.

Hello, there is no "lock out mode" of any kind in a 1993 Lincoln Town Car. You need to identify what element is missing when attempting to start the vehicle. No fuel delivery? No ignition spark? Air intake and exhaust and emissions figure in, but those are the main two. Once you figure fuel or spark you can check each system. Yes, it's true that a fuel pump or powertrain control module (PCM) relay could be a concern - I've definitely seen it happen before. These are cheap plug in fixes that are worth attempting. Beyond that, testing is needed. Use this link to find some shops near you that can help with your concern: www.repairpal.com/repair-shops
