Need help turning on my 93 Lincoln town car. Does the car go into lock out mode?

Hello, there is no "lock out mode" of any kind in a 1993 Lincoln Town Car. You need to identify what element is missing when attempting to start the vehicle. No fuel delivery? No ignition spark? Air intake and exhaust and emissions figure in, but those are the main two. Once you figure fuel or spark you can check each system.
