The blower motor only operates when 12 volts applied directly to the motor. Movement of any of the lever arms on the control panel does not cause the blower motor to operate. What are the next steps in troubleshooting the problem?

Hello, well, what you've determined is that the blower motor itself works. The next step is to find out what part of the climate control system is not working properly. Testing is needed -- however, I can say that the blower speed controller is probably the most common cause of failure with the blower on this vehicle. I'd focus attention testing there first.
