Check your radiator fan motor I had a 94 mark8 and it would run fine and stay cool as long as you drove 45+.when I got in traffic is when it heated up.

Check and make sure your radiator fan is coming on.If the engine is cold turn on the a/c.If the fan works it will come on if it don't you'll need a new one .cost is 100.00
