Have you checked the thermostat at that stage it should open and allow coolant out of the engine block and into the radiator. The radiator cooling fan should operate when the coolant reaches about 200 or 210 degrees so you should hear the fan come in then. If the fan does not come on it could be because the thermostat has not opened. There are simple tests but we would need to be able to do diagnostic tests first hand to be able to give you better advice.
