When Accelerating from a stop & expecting a shift to 2nd the engine drops to neutral why?

1994 Kia Sephia, Accelerating from a stop and; expecting a shift to 2nd the engine drops to neutral, on fast accelerating it will shift up, once i'm at 40 mph everything seams ok, slowing to a stop everything seams ok.
What makes this problem better or worse?
Hot or cold does not matter but sometimes it works ok (not often)

Hello, there could be an electronic transmission control issue, or a mechanical internal transmission concern. Testing will be required to determine which is of concern. My guess, at 26 years old and who knows how many miles is that you could have an internal mechanical concern causing the neutralizing to occur.
