What is the piece below the bumper that covers exhaust heat cover? it looks like it a part of the bumper. From what I have sen this piece is usually silver/grey?

I am inquiring to figure out the name of the piece that covers the heat cover for the exhaust at the rear of then vehicle. There is the bumper, then in the middle there is piece there is a piece that appears to be a part of the bumper. I am wondering if I have to buy a new bumper, or can I just order that individual piece.
