Why would a new ELSD motor code internal failure after relearn?

ELSD motor was out of range, so replaced it with a new one and changed diff fluid. Used JScan app to relearn new motor, now code changed from motor out of range to motor internal failure. Removed new motor, spins by hand without effort like it should. Cleaned both plugs and attempted relearn again. Same code C1489-96 internal failure. Where do I go from here?
