What causes the entertainment/ climate control to reboot almost every time

The climate control/ entertainment screen takes several minutes to turn on after the car is started almost every time it sits for more than a few minutes. It seems like it’s rebooting, it looses the settings from before being turned off. The car starts fine, the voltage of the battery was just under 12 volts before cranking and dropped just under 11 while cranking then to 14.6 when the engine is running. Could it be a low voltage issue?
