What is your question?

My 2011 Jeep Grand Cherokee overland Ac works intermittenly. Sometimes it works fine, other times it does not blow. If I drive on the interstate I can feel the cool air in the cabin but it is not blowing.

This sounds like a climate control system issue - something is influencing this vehicle to reduce the blower speed as If the cabin temperature has reached optimum level. The blower motor and blower speed control could be affecting the proper operation of the system.
