Sounds like the Blower Motor Control Module is defective. The fact that the Blower works on high means that your Blower Motor and Blower Motor Relay are working. The Blower Motor Control in your dash sends a signal to your blower motor Module that controls your blower motor, depending on how fast you want the blower motor to run.
