Engine will not turn over. Can jump the solenoid engine will turn over.

Hello, are you certain the engine turns? Can you put a breaker bar and socket on the crankshaft pulley and manually turn the engine? I'm concerned that after such a major repair something could have failed causing the engine to seize. Sure you could simply have a starter motor or battery concern - but with the work done, I'm concerned it's more. Try to turn the engine manually and then go from there if it turns.
