My wife was driving today and as she was coming to a stop light all the electrical apps flickered. The best way to discribe it is like when the vehicle is initially started and it goes through a systems check with all the dash lights coming on and then shutting off. What could cause this? More importantly is it damaging anything and is the vehicle safe to drive? What can I do to fix it?

I had that on my jeep not that long ago. Check the battery connections and make sure they are clean and tight. Be carefull though as I overtightened the neg and I had to buy an aftermarket connector.
it is very posible that your problem is a wet fuse box. I found mine to be wet after every rain and frequently causing body systems to activate on thier own such as the heater will run unless turned to the OFF position,or it may be interior lights,or sometime even parking lights. So if your passenger carpet is wet after a rain check into your fuse box .It will likely be wet also,I recomment finding that leak (good Luck )and if you do find it let me know where,it's not the condensate drain so look for a rocker channel drain plugged with leaves
