I put all brand new relays in my 99 jeep Grand Cherokee 4.7l still will not crank

Hello, relays were blown? Why? Was there an incident that made you look at this? Some kind of power surge? No crank is due to a key immobilizer issue, battery voltage and amperage issue, battery cabling issue, fuse issue, starter motor issue - among possibly more issues.
