What is normal amp draw on battery when ignition is shut off?

The battery goes dead within a couple of days. If I disconnect the battery for more than a week, and then reconnect, the car starts with no problem.
Using a Klein Meter, I read 250 ma when first connected. within about 20 seconds, that drops off to 40 ma (assume that allows time for capacitors to charge and stabilize).
What makes this problem better or worse?
