what causes this

Driving with the over drive on or off should not effect or cause a vibration or wobble. With overdrive on you should have a taller gear ratio for better gas mileage and lower engine RPMs. What kind of vibration are you feeling or under what conditions are you feeling the vibration or wobble?
was test driving a 1999 jeep gc and salesman said wobbling feeling was because each wheel was trying to steer independently because the overdrive was off we were going about 35 mph on a semi bumpy road
If its not too late (you haven't bought the Jeep), look for unusual or uneven tire wear. Also have an independent third party preferable a garage with Jeep experience do a pre purchase inspection.
