1994 Jeep GC rear drum brakes grab on damp days and low speeds. All hardware has been replaced including new shoes and drums. The shoes are oriented properly.

have brake pads been contaminated with grease or brake fluid? That will cause it. Also make sure the shoes are installed properly, long and short shoe orientation.
