My 99' Jaguar vanden plas, will turn over but it sounds like its out of gas,

That sound like your fuel pump is not working,have somebody to help you ,while you pull out a gas line and the other person cranks the ingine and see if you have pressure,also check if. You have spark ,could be the coil pack.
