what could be the issue for my car not starting or lights coming on etc

I was driving and making a right turn it was raining I seen my head lights flickered 3 times and than my car came to a stop . I cant start it and there is a small key on dash but nothing works it chimes when my door is open but no lights or any thing works . if I try starting it it will go to on but nothing happens .. tried charging battery no go . made sure there was oil . tried putting key in but it doesn't do any thing.
What makes this problem better or worse?
