why does not my starter turn over sometimes then not let you try again

What is your question?

if it doesn't start first try it won't let me try again, and it just acts like it is going to start but doesn't actually turn over.

What makes this problem better or worse?

it is worse when I have tried multiple time. then I have to let it sit for an hour before I can try again.
