This car has had a final drive whine since it was new. The whine starts about 28mph and is audible until the car reaches 35mph. Is this something that could be adjusted out by readjusting the final drive(differential) carrier bearings from the exterior?

A final drive problem is a very tough issue. In order to adjust it, you need to disassemble the unit and shim the tolerance. If it has been doing this for a long time, then the bearings and possibly the gear have worn the machined polish off of them, which means that they are done, sorry to say.
