Why isn't the 2013 Hyundai Veloster recalled for the trunk not opening- other years have been recalled but the 2013 is just a bulletin at this point. The dealership wants $400 to fix it and said it's an electrical issue

They have known about this issue for years. The times that I brought the car to the dealership they played around with the door locks to fix the trunk. When I asked him why because I didn't understand that connection they would not answer the question. I now know that it's electrical and that's why they were playing with my door locks. I thought it was a law that you had to be able to escape from a trunk?? You cannot open this trunk period!
