What is your question?
How can I determine if a timing belt has broken when I am dealing with a less than intelligent person who is 10000 miles away? I don't have many details except car was towed to a gas station and owner told it was "losing compression" and needs a new engine
What makes this problem better or worse?
It just just suddenly stopped running
How long has your 2009 Hyundai Santa Fe had this problem?
1 hour, 10 seconds after problem first appeared

If the timing belt has broken on this engine, it would likely cause damage as it is an "interference engine" - meaning when out of time, the pistons would impact the valves, such as with a broken timing belt. Simple answer is -- not much you can do 10,000 miles away. It's up to that person to seek professional guidance at a shop nearby -- and if the first answer doesn't make sense, get a second opinion. I'm sorry! Maybe call a shop near them? https://repairpal.com/repair-shops
