1999 Sante Fe-gas gauge is not reliable

What is your question?

Gas guage is not digital. Can a bad gas cap effect the gas gauge function? I filled it up and it showed full and then drifted down to showing empty. After driving it now shows 1/4 tank even though it is almost full.

What makes this problem better or worse?
