The noise you're hearing may be from several different sources. One possibility is that the self-leveling stocks are making noise during adjustment. Another possibility is that you're hearing the ABS pump running a self-test. Lastly, you may be hearing your Palisade switching between port and direct injection, which can produce different noises.
The middle seat folding on its own is definitely not normal. It could be a mechanical issue with the seat's folding mechanism. Since the seat is moving on its own, this could be a safety concern and should be addressed as soon as possible. Given that your vehicle is relatively new and still under warranty, I recommend taking it to your Hyundai dealership to have both issues inspected.
