Lights flash, but don't stay on and the seats don't heat up.

Very easy to check. There are 2 black wires that run into the seat base and 2 that run into seat back. Unplug each 2 wire connector and check for resistance on side going to seat. If either circuit is open then that seat heating element needs to be replaced. If 1 element is bad neither heater will operate.
