Why would a heater blow warm air while idling & cold air while moving?

The engine temperature gauge is normal when idling, if you let it sit long enough, but drops while moving. The heater blows warm air only while idling. I'm not getting any diagnostic codes for this issue. I've had it checked out, but the shop told me they couldn't find anything wrong with it. Could the thermostat be stuck in the open position?
