Doesn’t want to roll like the brakes are locking up

You have to check the basic hydraulic system before you can get that other things. Diagnostic testing should also be performed related to the antilock brake system. A problem with the hydraulic control unit could prevent brake pressure from being removed from the various wheels. But I wouldn't guess at this. The basic brake system must be checked.
