Service 4wd message replaced encoder ring and TCCM and still not working.

When I turn the key on the ON position the lights on the 4wd selector switch the buttons come ON then go OFF. Then the SERVICE 4WD light comes on. None of the buttons responded. I have another 04 gmc sierra 4wd I took the tccm and put it in and still the same lights come ON when turn the key on then go out and no response when I push the buttons. I replaced the encoder ring and same thing. I swapped out the 4wd selector switch and still nothing the only thing i haven't tried is replacing the transfer-case shift motor or the front axle actuator. I also cleaned the grounds on the frame that are underneath the driver door. i went to a couple shops and they want $150 - $200 just to hook up the scanner and diagnose the problem.
