The speed odometer will go to 85 and stay there until I restart the engine sereral times. What is the normal cost to replace the insterment cluster?

The cluster on your 2003 GMC Sierra 1500 can be repaired or replaced with an exchange unit - if the exchange is done some factory programing may be necessary in order for the new cluster to function correctly. General Motors has also extended the warranty on these clusters so it may be worth checking with your local GM dealer.
