4wd enages front wheels dont turn

4wd on my 2002 sierra locks in feels and if in 4wd and front tires will not turn only rear tested in sand in auto 4wd 4hi and 4 lo all the same have replaced front acutator and both front cv axles due to busted boot which caused one to fail so i didnt have 4wd replaced both but no change worked before then just stopped completly after vc axle failed.
