How do I remove the current Lock Cylinder and replace it with a new one. I can put key into key the lock cylinder and it will turn to the on positon that also unlocks the steering wheel but that's all it does. It goes to the on and even start position but there is no resistance to the assembly like you would normally have when starting the care. The cylinder turns with the key freely

My concern is that you may have a steering column issue. The spring tension typically is not in the key cylinder itself. I'm not entirely sure on this vehicle, but that's what I have seen in others.
It's hard to explain without illustrations Autozone have some popular workshop manuals for free on line once you register (for free) on their website http://bit.ly/autozone_repair_info. There is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect.... Alldata is very easy to navigate http://bit.ly/AllData_Repair_Manuals_Online
