What is your question?
98 GMC 1500 Savana, The windshield washer pump connector is getting low voltage (1.5v to 2.0v) when mist is activated. Ideally it should be about 12.0v. Wipers work, but no mist. Washer fluid is present. Where is the voltage drop happening ? Is there a washer relay, where can I find it ? Is it inside the wiper motor control module ? Please let me know. Thanks.
What makes this problem better or worse?
it works once in a blue moon.

There are test procedures in the workshop manual on how to pursue a "washer system is inoperative" concern. The steps include testing wiring connectors for continuity, checking for the presence of voltage when depressing the washer switch at both the pump motor and also the wiper motor (circuit 96 - brown). Testing will narrow down the cause of failure to the washer pump, the multi function switch or the wiper motor. Of course, wiring concerns are also possible. As a note: the test procedure does not indicate the amount of voltage you should be seeking -- but rather that there is voltage present at all. I am not seeing a specification of what voltage is required to operate the washer motor, just "is voltage present"? For such a small motor, 2 volts may perhaps be sufficient (think -- AA battery power is 1.5 volts typically...) Best to follow shop manual procedures on this kind of thing because what we think to be valid may not be valid.
