Found and loosened fuel filter , but

What is your question?

Fuel filter is along side rail under drivers side . Loosened both sides of it but a wide black strap is holding it from coming out . I don't feel any screws or nuts to be loosened anywhere on the strap , but i still can not get the filter to come out . What am i supposed to do ?
